Professor Qinxian Jin:Building a Future-Oriented Technology Transfer Innovation Ecosystem


On May 7th, 2026, the Department of Electronic Engineering at Tsinghua University will host a keynote lecture as part of its Sustainable Innovation International Course series — specifically the module Innovative Medical Devices: From Principles to Practice. Professor Qinxian Jin , Deputy Director of Changping National Laboratory, will deliver a talk titled Building a Future-Oriented Technology Transfer Innovation Ecosystem, sharing his hands-on expertise and forward-looking insights gained from over 20 years of experience at the forefront of transforming scientific and technological achievements.

Speaker Bio:

Qinxian Jin, Ph.D. in Engineering, Professor. Currently serves as Deputy Director of Changping National Laboratory, and Chairman and Strategic Development Committee Chair of Shanghai Synthetic Biology Innovation Center. Previously held positions including Director of the Technology Development Office, Deputy Secretary-General and Director of the President's Office, Dean of the Technology Transfer Institute, and Dean of Beijing Tsinghua Industrial Development Research Institute at Tsinghua University. With over 20 years of experience in the transformation of scientific and technological achievements, he has pioneered institutional design, system construction, and pathway exploration to promote the commercialization of university research, facilitating the landing of a number of landmark technological innovations in Beijing. He has developed a technology transfer model driven by innovation hubs, establishing globally influential innovation centers such as the Global Health Drug Discovery Institute, the Beijing Medical Robotics Industry Innovation Center, and the International Hydrogen Energy Center. He was honored as a "Trailblazer of the 30 Years of Beijing Incubation" and has been recognized as a distinguished expert making outstanding contributions to science, technology, and management in Beijing. He is a recipient of the Special Government Allowance from the State Council.


Lecture Title: Building a Future-Oriented Technology Transfer Innovation Ecosystem


Lecture Abstract:

This course focuses on constructing a future - oriented technology transfer innovation ecosystem. It systematically analyzes the opportunities and challenges of disruptive technological development, elaborates on the practical pathways for an integrated technology transfer system that bridges the innovation chain, industrial chain, and talent chain, and offers forward‑looking insights into building the technology transfer ecosystem of the future. Taking into account the Sino‑U.S. technology competition landscape, global shifts in research capabilities, and transformative trends in frontier fields such as AI, the course uses the technology transfer practices of the Tsinghua Industrial R&D Institute as a key case study to help students gain a holistic perspective from cutting‑edge technology insight, outcome transformation, to ecosystem empowerment, and master the full‑process logic and practical methods of technology transfer from basic research to industrial implementation.

About the "Sustainable Innovation International Course Series" at the Department of Electronic Engineering

Since 2022, the Department of Electronic Engineering at Tsinghua University has been continuously advancing the "Sustainable Innovation International Course Series." In the fall of 2022, it jointly launched the "Harvard‑Tsinghua Sustainable Innovation Course" (Course No. Y0230532) with Harvard University. In the fall of 2024, in collaboration with the University of Hong Kong and international companies such as Infineon and MathWorks, it offered the "Sustainable Innovation Research" course (Course No. Y0230571). Over a hundred students have participated in cross‑border exchanges and project‑based practice.


The current Innovative Medical Devices course further expands the international cooperation network and introduces resources from industry and research institutions such as Changping National Laboratory and GE Healthcare, demonstrating the department's sustained commitment to "sustainable innovation" in education, research, social service, and international impact.
