Founded in 1974, the journal is administrated by the Chinese Academy of Sciences (CAS), sponsored by the Shanghai Institute of Optics and Fine Mechanics, CAS, and the Chinese Optical Society, and is published by the Chinese Laser Press. It is regarded as a flagship journal in China, and reports on current and influential research in the field of lasers. In 2021, the journal started to publish semi-monthly issues which required long English abstracts to improve the international influence of its articles. There were two special issues in 2021 and 2022: "Frontier Laser Manufacturing" and "Biomedical Photonics" respectively.

Chinese Journal of Lasers is indexed in several databases, including the Engineering Index (EI), Emerging Sources Citation Index (ESCI), Abstract Journal (AJ), Chemical Abstract (CA), Electronics Technology and Computer and Control (INSPEC), and the Chinese Science Citation Database (CSCD). The journal has been referred to as “100 Chinese Top S&T Journals” twice, “100 Outstanding Academic Journals of China” 14 times and “Outstanding S&T Journals of China” five times and “The Excellent International Impact Academic Journal of China” many times.
