Intelligent and Converged Networks, an international academic journal jointly sponsored by Tsinghua University and International Telecommunication Union (ITU) was officially launched on the publishing platform of IEEE Xplore. The journal adopts an open access and the articles in the first issue have met with the readers.
The journal was launched based on the cooperation framework agreement between Tsinghua University and ITU signed in January 2019 by Qiu Yong, President of Tsinghua University and Zhao Houlin, Secretary-General of ITU at the headquarters of ITU, Geneva, Switzerland, as well as the publishing agreement for the establishment of an English science and technology journal jointly signed by Li Yong, Party Committee Secretary of Tsinghua University Press and Secretary-General Zhao Houlin, and with the joint efforts of the journal editor team, Tsinghua University Press, ITU publishing team, and IEEE publishing team.
Intelligent and Converged Networksis the first journal jointly sponsored by Tsinghua University and a UN directly affiliated organization, which is helpful to promote the cooperation between Tsinghua University and international organizations. The Editorial Board of the journal is jointly established by Tsinghua University Press and ITU publishing team, and is composed of 20 well-known scientists in the international communication field, which includes several IEEE members. The editor-in-chief of the journal is Professor Song Jian from the Department of Electronic Engineering, Tsinghua University.
Qiu Yong, President of Tsinghua University, and Zhao Houlin, Secretary-General of ITU, attached great importance to the creation of the journal and wrote forewords to the inaugural issue respectively.
President Qiu Yong pointed out in the foreword that: "The journalIntelligent and Converged Networksjointly published is one of the fruitful results of the cooperation between Tsinghua and ITU. It has strengthened academic collaboration between faculties at Tsinghua University and ITU. I am happy to see the inaugural issue of the journal which has integrated the cooperation concept of Tsinghua University and ITU and presents tremendous efforts between the two sides in such a short time and under the challenging global environment ".
Zhao Houlin, Secretary-General of ITU said in the foreword that: "ITU is a specialized agency for information and communication technology of the UN, and its global members include 193 countries and over 900 companies, universities and international and regional organizations. The creation of the new publication reflects the rapidly growing partnership between ITU and Tsinghua University, and both sides are working together to expand the cooperation between ITU and the academia to serve global information and communication technology innovators".
In the editor's message, Professor Song Jian outlined the academic scope involved in theIntelligent and Converged Networks, and believed that the journal covers the integration of fields such as communication and broadcasting, wire and wireless, satellite and ground systems, communication and computing, and physical information systems. In the face of these traditional and emerging research fields, it is necessary to introduce the latest information technologies of AI, blockchain, and mobile edge computing to bring integration into a new dimension.
Wang Chao, member of the Editorial Board of the journal, Vice Chairman of IEEE China Council, and Professor of Shanghai University, said that this is the first journal jointly sponsored by a Chinese university and a UN directly affiliated organization, and it is an important milestone for China to build a world-class journal. The joint creation of the journal by Tsinghua University together with specialized agencies for information and communication technology of the UN like IEEE and ITU that cover the whole world will help to serve the global information and communication technology innovation.
IEEE is the world's largest science and technology organization and is at the authoritative position in the world in telecommunications, computers, electric energy, automation and control systems, and many emerging interdisciplinary fields, and has published several top journals in these fields. IEEE publishes one-third of the literature in the electrical and electronic engineering and computer fields.
