Electronic information science and technology affects the overall level of a country's scientific and technological development. Building a world-class electronic engineering discipline and cultivating international top electronic information talents is the obligatory social mission of the Department of Electronic Engineering, Tsinghua University. To support the discipline construction and talent cultivation of the Department of Electronic Engineering, Tsinghua University, the Department of Electronic Engineering, Tsinghua University plans to establish the Teaching and Learning Encouraging Foundation of the "Development Foundation of the Department of Electronic Engineering".

Batches of outstanding scholars and educators have emerged in the development process of the Department of Electronic Engineering. They have trained batches of professional talents for the country, built a series of teaching and research laboratories, and filled a number of gaps in the field of electronic information and made outstanding contributions to the scientific and technological development in our country. Through their unremitting efforts, the foundation for department-running characteristics of "Engineering and Science" and "Laying Equal Stress on Teaching and Research" of the Department of Electronic Engineering, Tsinghua University has been laid and a cultural atmosphere of unity, pragmatism, academic freedom, and pursuit of excellence and the excellent culture tradition of "Diligent, Rigorous, Realistic and Innovative" have been formed. Their demeanor and spirit will encourage us to advance bravely to build a world-class electronic engineering discipline and cultivate international top electronic information talents.

To better inherit their spirit of self-conduct and learning and promote the development of the Department of Electronic Engineering in discipline construction, talent cultivation and other aspects, we plan to establish the Teaching and Learning Encouraging Sub-foundation of the Development Foundation of the Department of Electronic Engineering. The Foundation will be named after famous professors, and be planned to be named "xxx Teaching and Learning Encouraging Foundation" (Foundations that have been established and are being established include: Meng Zhaoying Teaching and Learning Encouraging Foundation, Li Chuanxin Teaching and Learning Encouraging Foundation, Wu Youshou Teaching and Learning Encouraging Foundation, Zhang Keqian Teaching and Learning Encouraging Foundation, Zhou Bingkun Teaching and Learning Encouraging Foundation, Wang Zuoying Teaching and Learning Encouraging Foundation and Gao Baoxin Teaching and Learning Encouraging Foundation). We will promote all alumni of Tsinghua University and people from all walks of life caring the cultivation of electronic information talents in China to support our development through fund donations. The Foundation will accept the supervision and management of Tsinghua University Education Foundation and all donors, and all donations will be used for discipline construction and talent cultivation (the part of the learning encouraging fund will be for students in need of sponsorship from all departments of Tsinghua University).
