——On-the-spot Report of Tsinghua University's Short-term Practice in Xianyang High-tech Industrial Development Zone & the Third "Silk Road International Symposium for Distinguished Young Scholars"

In order to deeply implement the important instructions of "assemble the best minds across the land and draw fully on their expertise" proposed by General Secretary Xi Jinping, and give full play to the leadership role of talents in innovation-driven strategy, from September 25 to 29, 2018, Shaanxi Province held the Third " Silk Road International Symposium for Distinguished Young Scholars". Invited by the People's Government of Xianyang City, the Department of Electronic Engineering, Tsinghua University participated in the Third Silk Road International Symposium for Distinguished Young Scholars Sub-forum in Xianyang, Shaanxi Province. 20 postgraduates from 7 departments went to Xianyang to conduct short-term practice to jointly discuss the development trend of the electronic information industry in China with their multidisciplinary knowledge background to promote the development of the electronic information industry in Xianyang.

On September 26, Hu Heping, Secretary of the Shaanxi Provincial Party Committee, made a speech at the opening ceremony of the forum, and sincerely welcomed more than 1,500 experts and scholars coming a long way from home and abroad. Later, at the opening ceremony of Sub-forum in Xianyang, Yue Liang, Secretary of Xianyang Municipal Party Committee, proposed the Xianyang mode that "electronics changes the world, and intelligence leads the future", encouraging electronic talents from all over the country to get to know Xianyang, learn about Xianyang, integrate into Xianyang, and innovate and start business in Xianyang to assist the flourishing development of Xianyang's electronics industry. At the forum, Mr. Hao Zhibiao from the Department of Electronic Engineering, Tsinghua University made an academic report on the emerging electronic information industry. Gao Dingcheng, a master student of Grade 2018 of the Department of Electronic Engineering, exclaimed after the forum: "Shaanxi now has 114 colleges and universities and over 1,000 scientific research units with a huge demand for high-tech talents. The development of the society is inseparable from innovation, while innovation is inseparable from talents; the high-end talent introduction policy of Xianyang is very attractive, and this will definitely attract lots of outstanding talents to settle in Xianyang and provide a strong guarantee for Xianyang's scientific and technological development in the future".

On September 27, the practice division visited Phase II of the Xianyang Lake project and the Xianyang City Public Cultural Center, and conducted a brief investigation on the people's livelihood and environment in Xianyang. Xianyang is an ancient capital with a history of one thousand years. There has been a saying that "the best city in the Qin Dynasty is Xianyang since the ancient times. As an important birthplace of Chinese civilization, in recent years, Xianyang has submitted a satisfactory paper in the ecological civilization construction. (1) Established gas shield dam and riverside wetland in Wei River to prevent flood by water control (2) Constructed greening projects such as Wei River Golden Beach, and Riverside Sports Ground to meet the needs of people's livelihood (3) Inherited traditional culture, including Xianbanqiang opera, tri-colored glazed pottery of the Tang Dynasty, paper cutting and cave dwellings in northern Shaanxi Province and so on, to pay attention to humanistic care.

On the other hand, the practice division also visited Xianyang Caihong Optoelectronics Technology Co., Ltd. and TPV Technology Limited, and conducted a field visit of the 8.6 generation of LCD panel production line. The investigation found that the two companies both focus on the R&D of high-generation of LCD panels. Caihong Optoelectronics designs LCD panels while TPV is responsible for the manufacturing of the whole machine. The two companies work together to complete the whole process from R&D to high-level automated assembly line production, while drive the common development of a group of downstream companies at the same time and realize a virtuous circle.

The development of science and technology industry is inseparable from the introduction of high-end talents. Presently, Xianyang High-tech Industrial Development Zone actively responds to the calling of the "Belt and Road" initiative, focuses on the construction of a science and technology and education center, promotes the cooperation between Xianyang and colleges and universities, scientific research institutions and companies, and establishes an innovative cooperation platform. This time, Xianyang High-tech Industrial Development Zone and Tsinghua University signed a contract to jointly build a postgraduate employment and practice base and an innovation and entrepreneurship base. The signing of the contract this time is a first step for Xianyang City and Tsinghua University to jointly explore a new mode for university-region cooperation. At the signing meeting, Zhao Pu, Secretary of the Postgraduate Youth League and Jing Xuefeng, Director of the Management Committee of Xianyang High-tech Industrial Development Zone, jointly signed a cooperation agreement.

Although this practice was short, the students still felt the long history, humanistic atmosphere and strong electronics industry strength of Xianyang. Xianyang also showed its eagerness of high-tech talents, which enabled students of the practice division to deepen their understanding on "innovation is an important force to promote development" in the "Belt and Road" initiative. The members all said: only laying a good theoretical foundation and persisting in training the thinking ability of innovation and entrepreneurship can the self-development be achieved to contribute the personal strength to the development of the development of the country and revitalization of the nation.
