Chapter I General

Article 1 The alumni foundation of the Department of Electronic Engineering, Tsinghua University is named E-friend Foundation (EFF).

Article 2 The purpose of the Foundation is to promote the development of educational business of the Department of Electronic Engineering, Tsinghua University, encourage students with good character and scholarship, diligence and self-improvement, and help them overcome financial difficulties and strive to become useful persons.

Article 3 The operation of the Foundation will comply with national laws, regulations and policies, and abide by social moral standards; Accept the business guidance and supervision and management of related departments of Tsinghua University.

Chapter II Raising, Use and Management of Funds

Article 4 Fund source

1. Collective and individual donations from domestic and foreign alumni

2. Donations from domestic and foreign enterprises, public institutions, social groups and individuals

3. Fund deposit interest

Article 5 Use of funds

1. Used to subsidize currently enrolled students in the Department of Electronic Engineering who have financial difficulties but study hard

2. Used to reward currently enrolled students with good character and scholarship in the Department of Electronic Engineering

3. To subsidize students with temporary financial difficulties caused by serious illnesses or accidents

4. To fund students' social practice or academic activities according to the wishes of the donor

5. Management expenditure related to fund assessment and issuance

Article 6 Management of funds

1. The Foundation is managed by E-Friend Foundation Management Committee. The director of the Foundation Management Committee is the dean of the Department of Electronic Engineering. Its members include the deputy teaching dean of the Department of Electronic Engineering, the deputy secretary of the Student Affairs Party Committee, the director of the Teaching Office, the leader of the Graduate Student Group and the leader of the Student Group.

2. E-Friend Foundation Management Committee makes a decision on the evaluation and use of the Foundation, and the specific operation is in charge of the Teaching Office of the Department of Electronic Engineering.

3. The Foundation is limited to the scope stipulated in Article 5, may not be used for any other purposes, and shall strictly abide by the financial regulations of Tsinghua University.

4. For each donation, the Department of Electronic Engineering, Tsinghua University will issue a receipt or certificate of donation honor in time.

5. The Department of Electronic Engineering shall be obliged to report the details of the use of funds and the basic information of the subsidized students to the donators every year.

6. The Department of Electronic Engineering regularly publishes the account of receipts and payments of funds on the department homepage (http://www.ee.tsinghua.edu.cn) every year. Donors have the right to supervise the use of funds.

7. No more than 1% of funds will be used for management expenditure related to fund assessment and issuance.

Article 7 Donation method

E-Friend Foundation of the Department of Electronic Engineering, Tsinghua University thanks friends from all circles for their care and support to students in the Department of Electronic Engineering. The donation method can be divided into cash donation and remittance. The remittance is divided into domestic remittance and foreign remittance. Please refer to the Appendix for the account and address.

Chapter III Supplementary Provisions

Article 8 The Articles of Association are voted through by E-Friend Foundation Management Committee and officially took effect on April 25, 2004.

Article 9 The right of modification and interpretation of the Articles of Association belongs to the E-Friend Foundation Management Committee.
